hey all i think most of us or few :Psearched a lot about this subject and when i updated my avast software in the same time i was fixing my files with "advanced systemcare"
i had to restart my pc then when ever i open any exe file i receive this message
"Windows can not access the specified device, path or file. You may not have the appropriate permissions to access the item"  i start to search on the net but couldn't find the solution even i tried to check Microsoft web and this is what i found that may help other user in this link http://support.microsoft.com/kb/2669244
but it didn't work for me. than I tried some of steps that i will mention below that fixed my problem.
but before that I repaired my Avast software and the problem fixed. sometimes the antivirus software may block so try to repair it or re-install it

now i will leave you with the Steps that i found it in avast forum


Step 1: Windows Disk Cleanup Utility ============

1   Press Windows Key + R
2   Type in: cleanmgr
3   Put a check beside: Temporary Internet Files and Temporary Files. Optionally, you may check other options too
4   Click OK

Step 2: Malwarebytes Antimalware (MBAM) ============

1   Download Malwarebyes' Antimalware here
2   Proceed to installing MBAM after downloading
3   On the last dialog box, do not forget to leave Update Malwarebytes' Antimalware and Run Malwarebytes' Antimalware checked
4   Since avast! is not working properly, disconnect to the internet.
5   Malwabytes' Antimalware GUI would appear, from there select Perform Quick Scan and click Scan
6   When scan is completed, click Show Results
7   Click Remove Selected and then, a notepad file will appear.
8   On the notepad window, click File > Save As and save it on your desktop. You may now close MBAM.

Step 3: Hijack This (HJT) ============

1   Download Trend Micro Hijack This here
2   Install HJT in C:\Program Files\Trend Micro\HijackThis (the location is already displayed by default). Click Install
3   HJT Window will appear. Click Do a system scan and save a logfile. A notepad file will pop-up once the scan is completed
5   Click on the Notepad window and click File > Save As and save the file on your desktop
       NOTE: Do not have HJT fix anything yet.

Step 4: Repair avast! ============
1   Press Windows Key + R
2   Type in: appwiz.cpl
3   Select avast! antivirus and click Add/Remove
4   Scroll down to see a Repair function then click Next
5   Follow the next prompts
6   Reboot *If avast! doesn't work properly yet, consider reconnecting to the internet and re-download a complete installer

7   Go back here on your topic and start a reply. On the Reply window, click Additional Options
8   Attach the two .txt files that we created and saved on your desktop (click more attachments to have more slots for attaching files)
